Absolutely! But teenagers are also in the grips of raging hormones, which means teenagers can also fall "in lust" and it's really, REALLY hard to tell the difference. Basically, lust is mostly about your own feelings and desires and love is mostly about the other person's feelings and desires.

One way to tell the difference is to get to know the person with the intention to NOT have sex. The goal should be to find common interests, exchange opinions on various issues, perhaps work in a project (learn a foreign language, plan a garden -- something like that). Then see how your feelings have changed. Needless to say, this is not a foolproof test.

Falling in love is part of growing up. When many young boys and girls have crushes on someone and the girls may giggle and talk to their girlfriends about some cute boys. Boys are more generally shy at this age and say little to their friends for fear of being teased.

In high school the student is part child/adult and they are a step up in the love department, but certainly don't know the wisdom of love. Still, dating is part of growing up and learning so that when you are out on your own and looking for a mature relationship you will know what type of person you want to spend the rest of your life with.

Love can be fantastic or painful, but we all go through it.

Depending on how you define a kid, for example a three year old can't, when an eleven year old - not likely, but there is like a 0.1% chance possibility.

It also depends if you talk about actual love, not when you just like somebody, but that real great feeling. Just liking starting from ten, rarely from nine - easily.
