Not quite. Children have special rights that don't apply to the adults. For example, children have the right to have a human identity (i.e: a name), basic needs of food or education; protection from abuse, neglect or exploitation. Even tough these are universal human rights, there are special instances of the government and NGOs that try to enforce them, as children do not make decisions on their own for most instances.
