While cats are not normally killed and eaten by raccoons, it does happen occasionally. The kittens were probably the target of the raccoons as they are about the size of their normal prey. The mother cat was in the way so they killed her, also.
There are records of raccoons killing and eating cats but they generally avoid such confrontations. They will take baby kittens, however.

Raccoons will occasionally take on an adult cat but such occurrences are rare. They usually just ignore each other. However, an adult raccoon may well take very young kittens as a meal.
