the laws give the government powerThe people give the government its powers. This is one of the foundational principles of the U.S. Constitution:Limited Government: Since the people give government its power, government itself is limited to the power given to it by them. In other words, the US government does not derive its power from itself. It must follow its own laws and it can only act using powers given to it by the people.

The United States Constitution allocates the power to make laws to the Legislative branch.
The main power of the President of the US is to execute the laws of the United States. The President also has the power to veto any laws passed by Congress.
An example would be the power to create laws.
In the US, the executive branch has the power to enforce the law.
This is not is in the constitution. The constitution gives Congress the power to restrict immigration. The president has the power and the duty to enforce immigration laws passed by Congress. I can not tell you exactly what the immigration laws are, but actions of the president concerning immigration must be based on immigration laws. If not, federal courts can rule them void and disallow them.
