No. TIP members do not have supervisor powers or tools. In order to warn somebody, you need a tool that only Supervisors have access to. "Warning" a contributor while you are not a supervisor is a violation of the Answers ToU notice on impersonation and may result in your membership to TIP being terminated. If you come across a vandal who you feel should be dealt with officially, let your TIP Supervisor know.

Advanced Supervisors are Supervisors that are experienced with working with sections of the site that may require the power to permanently delete a question and its history from the site's database.The powers of an advanced supervisor are:The ability to delete questionsThe ability to preserve questions (lock from being edited by regular supervisor)The ability to add/remove category supervisorsThe ability to edit any category homepage (with regulars this is limited to the category supervisor)If you are also a Program Supervisor, you will also have the ability to edit program pages and moderate the program forums. This is a rare position, however, there are only two Program Supervisors to date, due to the sensitive information that will be encountered.Advanced powers are only given to supervisors by community assistants. The community assistants will get in touch with you if they think you are suitable for the role of advanced supervisor. Their tools are extremely powerful, so high trust with the community assistants is required.
An Advanced Supervisor on WikiAnswers is a supervisor who has been on the site for a very long time and is given special abilities to further better the site. These abilities are things that can only be given to trusted community members because of their ability to help or damage the site.
Currently, DingoBot is a WikiAnswers bot that has the Supervisor badge. Dingobot will not be using Supervisor powers and his only job is to flag questions.

The Mentoring Program was established to help new Supervisors learn to use their new Super Powers, and to learn about the Super Community, but you don't have to be a Supervisor to ask a Mentor for help. All Mentors are ready and willing to help contributors and Supervisors alike when a problem comes up, or if they need help in any way.
A Supervisor can become an Advanced Supervisor and get more tools, but they are not "higher" than regular Supervisors. They can also become a Senior Supervisor, but they don't get additional powers.
A Supervisor can be a Supervisor for however long he or she wants until the Supervisor deletes his/her account, is blocked or demoted for violating rules, or wants to quit being a Supervisor. If a supervisor remains inactive for a certain amount of time, he/she may have their supervisor powers taken away until he/she contributes again.
