Yes - BUT only for face value. They're not allowed to pay collector value, so it doesn't make much sense to turn in old bills at a bank unless you know they have no collector value. If they do have any extra value you should go to a coin and currency dealer depending on how old they really are.

Unless they're uncirculated they're only worth $20. You have to go back to bills dated in the 1960s before circulated $20 bills carry even a small premium, and back to the 1950 series before there's any substantial extra value.
An uncirculated (no wear or folds at all) bill with his signature can go on ebay to a collector for up to $5.

No, not all rings are stamped. Most eternity bands and rings that have diamonds that go all the way around the band are not stamped because the holes for the diamonds are in the way.
