For hostile mobs make a room without any light in there so they can spawn, and every now and again go in there and kill them
Finding creepers is just like finding zombies, they're random. You just make the difficulty anything but peaceful and you explore until you come across mobs, you keep doing that until one of the mobs you meet is a creepr.
