No, the only animals that wag their tails when they're happy are dogs. Other animals will move their tails in a back and forth motion for other reasons, usually ones exclusive to that kind of animal. For instance, a cat will whip their tail back in forth usually as a sign of agitation, while a horse will do so for hygienic reasons.
The vast majority of monkeys that have tails have prehensile tails; in other words, they're capable of grasping things with their tails. In some ways, it might help to imagine that their tail is a "third arm", that allows them to hold onto things while keeping their hands free. Any social use of their tails for communication would be combined with an overall stance, similar to how we might use our arms or hands to help get something across.

If the dog is wagging it's tail than it's probably happy. But dogs don't always wag their tails because they are happy. I think its just a sign of communication. Sometimes aggressive dogs will wag their tails. I don't know whether is subconscious or not - but I certainly believe it to be a way of communicating.
