Celibacy is part of the commitment of Buddhist monks, they do not marry. However, celibacy is not universal. In Japan some Buddhist monks are married. I have the pleasure of having one as a brother-in-law; he and his wife have 2 lovely children.

No, they cannot. Celibacy is one of the four most basic vows, called root vows, that all Buddhist monks and nuns take. (The other three are not to kill, steal or lie.)

Although Buddhism lacks a central authority that could carry out the equivalent of defrocking or excommunication, any monk or nun who breaks their vow of celibacy has automatically ceased to be a monk or nun, no matter what clothes they wear.

Note that in Japan, there are Zen 'priests' who are not ordained monks or nuns but have a certain religious status developed as an innovation in Japan. These 'priests' can marry. But they are not considered monks or nuns.

That really depends on the religion. There are monks in different religions; specifically in the Roman Catholic faith, priests and monks are not allowed to marry. However, I don't think this applies to monks in other religions.
