I'd say water. For cats, milk is often preferred, but should not be given as many cats cannot digest lactose in cow's milk, and can cause an upset stomach.
water is better for any dog as they are weaned from their mother's milk, cows milk is not great for them and often upsets their tummies but goats milk is more similar to dogs milk, i still wouldn't give it every day though and fresh clean water should be available at all times.

Although water can be used - and should be if there is no alternative available - it is MUCH more effective to use standard cows milk from the chiller cabinet. Dogs are individuals. So its not breedspecific if they like to swim but some breeds are more common to love water for example retrivers which is breed to love water. Labradors are known as water dogs. Boxer dogs can have trouble breathing properly in water, as they have short muzzles and therefore are more likely to ingest water.
