yes. and they need to be cleaned daily! remember to wash pans every litter change with hot water and soap. bleach also is a very good way to keep bacterias and viruses at bay. make sure pan is completely dry before you add new litter! the cleaner the litter the less chance you will have of accidents.

We used a small wooden crate filled with black top soil. The cats learned to use this. It was nowhere near as convenient for us as modern litter is, but the cats had no more trouble digging in this top soil and burying their wastes than they do with modern litter today.
