No,you are really n00b. JTAG is for Xbox360 and JailBreak is for PS3,everybody should know that =) But no,you don't need JB/JTAG for CVAR Tool.

jTaG is not technically illegal as long as you don't download games from the Internet, if you buy a pre-modded console it cannot have games already installed as this is distributing code. jTaG is questionable, as I don't know your intentions I cannot say for certain but it is not technically illegal.

JTAG is not software, To JTAG a console means to take it apart, remove certain pieces off the motherboard and replace with modified pieces. The task is really difficult to do, and is impossible unless your console in unbanned as is, and has the dashboard of 2006 or earlier i.e. 2005 etc. It is better to read up on info before buying a modified console, and buying it from a trusted seller already modded. ioffer.com is a good place to look.
