I'm not completely sure.

Some people say that they don't have to.

I think they do, however. Would it make sense if the two alphas weren't mates? Plus, in horse herds, the lead mare and the lead stallion are mates. So wouldn't it be the same for wolves?

yes, they must have a mate because the alpha male and the alpha female are the only ones who are allowed to have pups. Without a alpha female(the alpha males mate)then there would be no more puppies. Without puppies, then the pack would die away

Yes, and no. He decides where his seed shall go, and picks out the strongest and most vital female, usually the alpha female, but he can decide who'll he'll wish to mate with.

The alpha female in a wolf pack is usually the mother of the pups. In almost all cases, the alpha male is the father of the pups, but in some instances the wolf who ranks just under the alpha wolf in the pack's hierarchy (the Beta wolf) will take over the alpha's role as father if the alpha wolf shows no interest in mating with the alpha female or any other pack member. Just before the breeding season, the male wolves (particularly the alpha male) in the pack will sniff, harass and pursue the alpha female. If needed, the alpha wolves may use physical force to prevent the other pack members from mating.
