In an ice cube there are tighter and closer particles since ice cubes are a solid.
But, a glass of WATER, meaning a liquid, doesn't have particles that close, maybe

Water particles in boiling water move freely and are constantly colliding or "bumping" in to each other so to say, whereas water particles in an ice cube tray are rigid and tightly close knit together cause its frozen and the water activity has somewhat been paused. hope that helps.
