People in China can leave anytime they want to. China isn't a dictatorship that forces everybody to stay in the country like a prison cell. The reason for the one child policy is to lower population to prevent over population in China. If they do want a child, they will have to pay the amount of 60,000 USD. THere is no fine if you adopt though.

China is a dictatorship, hence, it is very hard for anyone other than the top communist officials to do anything to change any government policy. The public are not consulted. So if I wanted to change China's one child policy, first I would work to make China a democracy. Then, I could seek public support for a change in that particular policy. It would be like any other political campaign. I could create a political party, perhaps, based on a platform of greater personal freedom.

I am pretty sure you are only allowed one child per family in China, because there are so many people in China, they don't want it to be overcrowded. People have to retire at age 50 because it you waited until you were older, then there wouldn't be enough jobs for the younger people.
