Yep. but if you win, they get their money first. The odds would be better if you used the money to pay the taxes first though. Some lotteries have such bad odds you are more likely to be hit by lightening more then once then win big.

However, "Make no adjustment for lottery winnings from other states. They are taxable by California." Federal taxes will be collected on most lottery winnings as well.
