You might be thinking of the fact that some people cut cocaine with Drain-O, a pipe cleaner which contains caustic substances (most notably sodium hydroxide). This is done to aggravate the lining of the nose, thus increasing the amount of blood flow to the area where the drug is delivered. Snorting Drain-O by itself would be completely useless since there are no chemicals in it which will provide a "high".
