Some houses have cellars, and some don't. It depends on how it is constructed. In areas with deep topsoil, a cellar or basement is excavated and masonry walls are built on which to rest the upper part of the house. Sometimes a partial cellar (called a crawlspace) which isn't deep enough to be a usable room is built. In areas with very shallow topsoil or hard clay, the house is built on a cement foundation instead of a cellar or basement.

That might depend on whether you are the seller or buyer... Typically "unfinished" areas are counted separate from living area in "covered area" or "un-finished basement". A cellar should not be counted in any of the above.
What areas are safest depend on your home. Generally an underground basement or cellar is the best choice. The next best option would be an interior room, hallway, or closest on the lowest floor of the house. A bathroom and especially a bathtub on the lowest floor often offer good protection. If you live in a mobile home you should leave it for a sturdier structure.
