Soil has many inorganic and organic materials that can be used by the plants for their normal functioning. Soil also helps in hardening the root area so as to facilitate proper adhering of the plant to the ground.
On the other hand, water has lesser amount of nutrients in it. Plants thus get less nutrition and do not grow well. But plants can be made to grow well in liquid solutions containing proper ratio of nutrients. This process of growing healthy plants on a liquid media without the soil is called hydroponic cultivation.
What plants need is the nutrients that are naturally in soil. Actually, they can grow better in water, but the water must be filtered/cleaned and must have the nutrients put into it at the optimal level(s) for the plant to grow healthy and correctly. But, if and when these procedures are meet, the plant will grow better in the water.
