After 18 months from day date of violation, NOT the date of conviction. Once 18 months have passed from the date of violation, the points will be removed from the license OR you can take DMV approved accident prevention course to remove upto 4 points even 18 months have not passed.
They don't just drop off, not letting you renew your license or registration because of unpaid tickets is their way of making sure it happens. If you are worried about points, it is a non moving violation so there are no points assessed.
They still do it here in California and they call them "sobriety check points"
Your driver's license will not be suspended in Pennsylvania if you have a suspended registration. A driver's license can be suspended for driving without insurance or if you get a DUI.
