As far as I know it isn't illegal anywhere for a police officer to hide, its not considered entrapment unless you're being tricked into doing something you wouldn't normally do. So yes, they can hide while using radar.

There are no free apps that alert you that police are in the area when you're driving because phones do not come equipped with radar detectors. You may be able to find a police radio scanner, but it will not allow you to know they're in the area.
Simply... No. The FCC has enough technology to be quite stealthy. Radar detectors are not cop detectors either. Cops can turn their radar units off, just blending into the crowd like everyone else. Why you would ever want to know if the FCC are near by is beyond me. The other thing that is beyond me is why this question is posted in teen dating...
