In the Scriptures, it very clearly points out that Our Blessed Lord gave the power to forgive sins and to bind and loose to His priests. Catholics do, every day (at least if they are good Catholics) ask God for forgiveness, but, because they are obedient to God, they receive the absolution for their sins from God's priests because that is what God has commanded them to do. Start with St. Matthew 16:17-19 where Our Blessed Lord gives the power of the keys to St. Peter, and his successors. Then He specifically gives the apostles the power to forgive sins: Matthew 18:18; John 20:23.
