A rotary tool would be any tool that has a rotating motion such as a rotary sander. You can read more about rotary tools at http://en.wikipedia.org/wiki/Rotary_tool. It's unlikely, however, that a rotary tool would be needed to fix your mower. Perhaps you should take it back where you got it to have it serviced by a pro.
You can attempt to fix it by reading this http://www.lawnmowerman.tv/Troubleshooting.asp Here its basically a homemade manual about lawn mowers and how to fix them. They give you helpful tips and the types of oils, blades that your mower needs.

Hmm, my grandfather used to weld steel tubing on the back of lawn tractors so when climbing a hill, they wouldn't flip. It was similar to "wheelie bars" that drag cars use... Just looked it up, and it looks like some places sell them for certain mowers.
Most Craftsman riding mowers have an adjusting nut on the pivoting linkage. If you look on top of the deck there are two arms coming from above that raise and lower the deck. The bottom of these rods are threaded and can be adjusted right there.
Take it to Sears.
The problem I had was oil and gas flowed out the muffler on my snapper 11 hp lawn tractor. To fix it I had to drain the oil and get a new plug. The issue that caused it was I needed a shut off valve in the gas line to stop the gas frome running back into the engine and eventually getting into the oil causing it to gush out the muffler with a lot of smoke. It is an easy fix and it now runs as smooth as new. I hope this helps you
For most lawn mowers, especially those with a 2-stroke engine, the petrol and gas are mixed to ensure lubrication of moving parts. 4-stroke engines (as commonly found on ride on mowers), usually have the oil and petrol separated. If you have a 4-stroke engine, then you need to disassemble it and replace the piston rings to stop the petrol from leaking into the crank case.
You can learn how to fix a lawn mower by watching online tutorials, reading instructional manuals, and practicing with the help of a knowledgeable person.

To fix an uneven lawn and ensure a smooth and level surface, you can start by aerating the soil, filling in low spots with topsoil, and leveling the surface with a lawn roller. You may also need to overseed and regularly water and mow the lawn to promote even growth.
To fix a muddy lawn in winter, you can improve drainage by aerating the soil, adding organic matter like compost, and reseeding with grass that is suitable for wet conditions. Additionally, avoid walking on the lawn when it is wet to prevent further compaction.
