As I recall from class way back when: The salt raises the boiling / freezing point of the water. There by melting the ice because it is no longer being kept at its freezing temp. It would also work for fresh water (with no salt in) as the water is warmer than the ice (i.e above zero) when the two are mixed the water will warm the ice cubes until they melt. (or all the water freezes)
