No, The questions under uncategorized are where questions go if someone does not know what categorize to put them in and eventually they will go into the proper categories.

It's not that WikiAnswers is offended by certain questions, it's more of the appropriateness of the answer. Some questions are just not appropriate to ask, and/or be answered, so the question is deleted because of innapropriate content.

You can't. There are two possibilities: 1) contact a supervisor, name the specific question, and ask if it may be deleted. Not all questions may be deleted, but some are appropriate for trashing. 2) Become a supervisor.
