Street Lights stay on in the night as they have a light detection unit on the top, if the sensor falls under shadow it turns on.
there is no reason what ever for lights not to work at night unless they are controlled by a light sensor. if they are controlled by a light sensor then u need a light sensor. if you have to switch the lights on manually the switch is defrective ,but if this was the case they would not work during the day either
The Mourning Dove (Not "Morning" as people have mistaken), commonly sleep during the night time. However, in urban areas with a lot of street lights, it is not uncommon to see the occasional Mourning Dove during their mating season out at night as the street lights cause them to believe it's actually day time.

Solar street lights are raised light sources which are powered by solar panels generally mounted on the lighting structure or integrated into the pole itself. The solar panels charge a rechargeable battery, which powers a fluorescent or LED lamp during the night. Most solar lights turn on and turn off automatically by sensing outdoor light using solar panel voltage. Solar streetlights are designed to work throughout the night. Many can stay lit for more than one night if the sun is not in the sky for an extended period of time.
