As to College, it might depend on the College that you go to. I attend the University of West Georgia, and as far as I'm concerned, you can Study Abroad at any point in time (for the most part), though it is preferred to Juniors and Seniors. This normally occurs over the Summer Semester and so it may still differ from College to College.
I have never actually paid the unreasonable price to study abroad, so for the most part, I'm only aware that it is available as an option.
