yes they do if you dont tell them of when they bark. also they have high pitched barks which can be very annoying.

Depends on what you prefer. And there are many different terriers. Both have a tendency to guard and bark. Both need a lot of stimulation mentally and physically. Both will obey if you make it known who's boss. Shepherds are just much larger.
