I was a member of the Boy Scouts of America for 30 years. From 8 to 18 I was a scout, from 18 to 21 I was a junior leader, and from 21 to 38 I was a leader. In my experience, the BSA has never taken an official stance in favor of one political party over another. They promote political awareness, encourage all who can to vote, and provide information regarding the basic political structure and functionality as outlined in the United States Constitution. As will happen in any organization, there are those that will express feeling about their political points of view, and will occasionally make opinionated comments about individual politicians in office. But the BSA does not take official sides.

No: In a boy scouts troop, they would probably prefer a man to take charge and lead the scouts they are in, because it is outdoors and has been tradition for a long time. Comparison: Guides has been made for girls, and scouts were formed for boys, so keeping the women leading the guides, and the men leading the scouts would probably be the better option.
