I would say all of the street cars have their licenses, otherwise they would get a ticket. The racecars need a license too, but a different/special kind.
Yes. I presume you mean drivers' license and that your friend is 18 or older. Many people who do not drive own cars.

Maybe your chauffeur has a dirver's license. You don't have to be the driver to be the owner of a car. You could own a fleet of cars and not have drivers license your self. You could even be blind and own a fleet of cars. You could own a fleet of cans even if you did not know how to drive one.

I think it depens on what country you live in, I live in Norway, here you can take your license with an automatic, BUT you cannot drive manual cars. i think this rule goes for most countries. I recommend take it with manual and you can drive both.

I don't know that there is a MAXIMUM age law in the U.S. for a drivers license. The oldest person my boss taught to drive who got their first time license was in their 90s'
you can drive any car but you got to have your license
