no. they work on the forums and on message walls, but according to my test, they don't.
A forum is basically a question and answer site. Unlike a chatroom, where you might get an instant answer, on a forum you have to wait until someone reads your question (and answers it). That could be a few minutes or many days !

Emotes can be done by clicking on the emotes in your canned chat bar (located next to the chat bar) or typing /*name of emote* in the chat bar. The following "secret" emotes can also typed and done through your chat bar, but are not in your canned chat bar:/dance2/unsheath/use/swordplay/salute
