No they speak their own language, known as Simlish.
Non of the sims ever speak english. Not even on the new sims 3 game. that's just how they are made.
IF you mean that side stuff will be in English than yes. For instance: if you read the newspaper and it tells you the hotspot of the night in English. If you mean the sims will talk English than no. Sims speak Simlish and that's all they ever will speak. Hope this helps XD.

Well my friend said that there is a website for the sims 3 on PC showing you the sims words in English but i forgot to ask her what its called but she could be lying because ive tryed searching it in Google but i cant find any website about that !!! but still try,, she could be right.
Sims have never spoken in english. They have always spoken in giberish.
All Sims speak the same language, it's called GIBBERISH!XDIf you have the Sims 3 world adventure expansion pack you don't have to teach them any language, or if you think they speak Chinese or something and you want them to be taught English so you can understand them than that's not a possibility.

The best way is to live in an English-speaking country for the 3 months and do classes there and speak English to people for the rest of the time.
I would say, about 3 quarters of the whole world would PROBALLY speak English. Its not a definate, but if you think. If you go to somewhere like Turkey, Egypt or Morocco most of the locals speak it!
