sorry to say but there is no wwe 12 (if that's what you mean) on p.s.p, if you mean wwe 2012 well that isn't a game. If you are talking about ps3 then it is already out, in fact it is also out for Wii and Xbox, if you are talking about wwe 12 on PS vita (the updated version of a P.S.P), there is word but if it was going to release on PS vita, it should be a launch title, just wait till later this year, there will be wwe 13 and it "SHOULD" be on PS vita ( this is just a prediction so don't just buy a PS vita because i said that), also on Wikipedia last year (2011), it said wwe 12 for PS vita will be released on the 15Th of march, but then shortly removed this post. Maybe Sony was just teasing or maybe it was a accident and it is true, also if you own a PS3, you could buy wwe 12 for PS3 and then buy the PS vita and remotely play wwe 12 on the PS vita. I like many others are going to buy the PS vita when it launches on the 22ND of February of 2012. Hoped this helped

Only UMD movies are region locked. UMD games are not region locked, so that would work fine.

PSP consoles and games have regions, but the games are not region locked, you can play a game from the US on a console from the UK, for example. Movies however are region locked and can only be played on a PSP from the same region.

PAL and NTSC usually refer to analogue television formats.
