Probley is the fuel pump, Need to check fuel pressure with a gauge. It should have no less then 9 LBS. are it will not start. Pressure specs are 9 to 13 LBS

Diesel engines need to be primed when the have ran out of fuel. You should be able to find the primer either ontop of the fuel filter on near the inlet manifold
It's an "in tank" fuel pump. The pumping mechanism is actually IN the fuel at the bottom of the tank so it doesn't need to be primed. If it's not functioning then you have another problem.

There is no fuel getting to the combustion chamber. Things to check: clogged fuel filter; crimped fuel line; carburetor settings; obstruction in fuel tank.

Ensure that the fuel Pump is PRIMED and also that the electical connections are good to it. If all is good there, check for a kink/leak across the lines.
Start the engine with starting fluid. You should only need to run it that way for a few seconds then the fuel should be through the line. If that doesn't solve the problem, it's more difficult than just getting the line primed.
Sounds like a faulty fuel pump. The fuel filter could also be plugged up.
