There are numerous reasons why however I will just state a few.

The moon has no atmosphere, our own atmosphere holds in the air we breath but also the nature of our atmosphere prevents deadly electromagnetic rays from the sun (uv rays, x rays and gamma rays) from coming into earth and basically frying us to bits. On the moon, astronauts have to wear special suits to stop themselves from being exposed to these EMR rays. Any life organsim would not be able to survive this (that I know of).

The moon has also no water and no key chemicals on it surface that produce and can sustain life.

These are general explanations and I could be wrong ( a super life form living in the center of the moon that no one knows about)
