Since organs are made of tissues, I don't think that one can really compare the complexity of one to the other. They are connected. But if you examine a tissue on a cellular level, a single cell of a given tissue has a less complex function than an organ.

Some forms of life are just one cell living alone (unicellular life) and other forms of life are made from many cells cooperating together (multicellular life). In complex forms of multicellular life, some cells form organs (such as the liver, lungs, heart, eyes etc) of specialized function. Organs DO NO work together to make up a many-celled organism because organs are made up of many cells themselves.
