I don't know of a dragon that has any difficulty in swimming but some are definitely better at it than others.

Those that are single-element fire types of any species can't handle water well, but can still handle it well if they aren't single-element controllers. Also, Wyvern dragons tend to have a lotof trouble if they get their wings wet.
