All dragons can swim.
I don't know of a dragon that has any difficulty in swimming but some are definitely better at it than others.
Take it from an expert, the majority of us can swim more efficiently than any other creature. However, there are two types of dragons that can't handle swimming. Those that are single-element fire types of any species can't handle water well, but can still handle it well if they aren't single-element controllers. Also, Wyvern dragons tend to have a lotof trouble if they get their wings wet.
