Turtles should not be kept in an "Aquarium". They should be housed in a "Vivarium". A Vivarium is usually an aquarium set up specifically for an Amphibian . A Vivarium should be part water to a depth to suit the size and species of Turtle/ Amphibian being kept and part dry, with plant life and a place where the animal can warm up and dry if it wishes to under some kind of heating element or light globe.
Turtles can live anywhere. Some live in water.
