This is entirely a "subjective" question. What is "much time off" to one person, is "not much time off" to another. So it depends how much time you want to be off. Having said that, the answer to this depends entirely on you and the circumstances that you make for yourself. If you choose to have your own practice all by yourself, and choose to locate in remote rural sections of the country, having planned time off is dicey. You can plan it, but never know when there will be an emergency that calls you back. However, if you join a medical team of other vets, you can plan your time off and pretty much expect that you will be able to fully enjoy it. Generally speaking, there is no reason why you cannot expect to take a reasonable amount of time off, say two weeks vacation a year, with time off for holidays added in.

It depends on the contract and benefits package negotiated by the veterinarian with his/her boss. One standard set-up is for a veterinarian to get all Sundays off (because the clinic is closed on Sunday) and 3 out of every 4 Saturdays off (working one Saturday a month on a rotation to cover the appointments made that day). Other arrangements include having Sunday/Monday off, having Monday/Tuesday off, having Sunday/Wednesday off, etc. The options are as varied as the work hours and case load of the clinics where veterinarians work.

Most veterinary technicians have to work some weekends. Some veterinary clinics have regular office hours over the weekend, so a vet tech would need to be there whenever patients were being seen. Many vet clinics also respond to emergency calls, so if a patient comes in on emergency, a vet tech would need to be there along with the vet to take care of the emergency. Finally, many vet clinics board patients over the weekends for treatment, and generally a vet tech has to go in and provide the treatments.

Having said all of this, there are positions for vet techs with no weekends, and even when you work weekends, it generally isn't every single weekend. Most clinics rotate the weekend hours for their vet techs, so you generally only work once every second or third weekend.

Veterans typically do not receive paid vacations. Veterinarians typically own their own practice, and designate their own hours. Offices are often closed on major holidays.
