A shock absorber can be found underneath the engine in a car between the engine and the wheels. It is is used to absorb the impact that the wheels hitting the road can have on the car. It can be seen and accessed from beneath the car.
They are sprayed. The details are tamped on with a sponge like machine. If you ever have a Hot Wheels car apart, you will see there is no paint underneath.
When first made they were hand painted however in the modsern age they are spray painted onto the metal body of the toy car.
To get new wheels for your car, you would need to go to a mechanic or body shop. They usually have the actual wheels of a car in a salvage or junk yard also.
