It completely varies. In some cities you can get it for as little as $15, in others in can cost hundreds. If you are a minor, you will probably be able to get away with selling without a permit. If it is your parents' land, you don't need one. If it's private land, you only need permission from the owner, but if it is public land then in theory you need a permit.
You are supposed to have a vendors permit anywhere but police rarely enforce it on something like that
