Answer:When in doubt add chemicals to water. It's particularly important to add acid to water. Adding a smaller amount of a neutral substance to a more concentrated amount of a reactive substance is more likely to create a violent reaction than the other way 'round. The larger volume of neutral substance is more likely to quell/subdue/dilute the reaction as the reactive substance is added to it.

Its very important that you add the acid to the water.Otherwise the acid can splash you and get on your skin and also if it is a concentrated acid, as you dilute it, a lot of heat is generated, and you want the larger volume of water to be able to absorb that heat.
