It can be effective under some circumstances, but sometimes, neither side is willing to pull back, and this can lead to war or some other disastrous consequence. In fact, it is a strategy that cannot be over-used: trying to scare the other side by forcing a crisis (or threatening one) definitely has its limits. The other side may decide to just wait you out or they may decide they don't want to be manipulated, or they may force the issue on their own and put your side on the defensive.
