The earliest known use of the phrase vox populi, vox dei(the voice of the people is the voice of god) seems to be Alcuin telling Charlemagne that it is a silly idea.
There are problems with the idea of Alcuin writing a letter to Charlemagne (Charlemagne couldn't read); and if Alcuin could quote the idea, it must have already existed as a proverb.
But quite a few ideas seem to become proverbial precisely because nobody really believes them:
A woman, a dog, and a walnut tree: The more you beat 'em, the better they be
Nobody with a dog ever believed that, and certainly nobody with a wife did.
....
I can't find any reference to anybody who ever agreed with this odd notion, and I wouldn't expect to. Does God really believe that Britney Spears is a superior vocalist to Fionn Regan? Convince me of that and I won't even want to go to Heaven.
