In HeartGold, you face ho-oh long before you battle suicune. In SoulSilver, though, it depends. If you choose to go for ho-oh first, go to the old man in Pewter City. He will give you a rainbow feather, which allows you to climb Tin Tower (in my game it says bell tower, but most people say tin) and face ho-oh. If you wish to catch suicune first, go to burned tower to first meet suicune, as well as raikou and entei. After that, go to the following places in this order:
1. North of Cianwood City
2. Just outside Mt. Mortar (you'll need cut and surf)
3. The dock of Vermillion City
4. Route 14 near Fuchisa City
Finally, battle suicune on route 25.
