Not necessarily. Witchcraft and magic is only experienced when it's regularly and properly practiced. However, it may not be magic that you're dealing with. There's other reasons to unexplained happenings other than magic. Demons, ghosts and other paranormal spirits may be possessing and/or being the cause of the unusual occurance.

Simply do not believe in it. It is difficult to understand how in a modern world, driven by science and technology, that anyone can still believe in occult magic. Magic, as in spells and curses, potions and wands, is fantasy; it is not real. The "affects" or "symptoms" that some might feel who believe they are victims of black magic, typically experience such as a matter of psychosomatic manifestation. If there is no belief, there is no affect. Combat ignorance with knowledge and understanding. Become educated.
Well I do not have 99 magic nor do I have 72 magic, the best way is if your a member to use your best member spell, if not use high alch. I have experience with magic as mine is 47.
The answer to this question is a matter of what you believe. It is my opinion that magic is real. However, many forms of science, religion, and people who are afraid and do not understand it do not want you to believe that magic is real.
