I have a 4 weeks and 18 weeks old dogs and they love to drink cold water. I monitored them and everything seems ok. I tried to give them room temperature water and they do not drink it. So I put cold water (bottled water) in there bowl and they love it! I found it not good to give animals "tap" water, too much chemicals, etc. in it.

If you are referring to a regular building, the cold water feed pipe goes directly to all cold faucets, toilets and hot water tank. The purpose seems obvious.
