Dragonair can be found by fishing with the Super Rod in Areas 1,2, and 3 in the Safari Zone. Dratini can also be found this way. But there rare and hard to find and even harder to catch. Your best bet is to buy Dratini at the Celedon Game Corner Where you exchange Coins for prizes. Dratini costs 1800 i think, and will evolve to Dragonair at LEVEL 30 and evolve to Dragonite at LEVEL 55.
