Yes you can only if you beat the elite four and talk to an old man near the pokemart in pewter city and receive a wing depending on what game you're playing.Then take the train to goldenrod.once that's done,fly to cianwood city and surf east to route 41.Go to the island in the north east side then get inside the cave.You're going to need a Pokemon that knows flash like koffing,bellsprout(and evos),etc.Go on the top side of the cave once you enter it.Then try to find the monk that blocks the way to lugia and flash your wing.Go to the very bottom of the cave because the top is for a nice view of lugias dwelling.Enter the bottom side of the cave and you will encounter lugia at level 70.Hope this helps
