Zekrom can only be caught in Pokémon White and Reshiram can only be caught in Pokemon Black. You can catch them by defeating the 4 Elite 4 trainers and then heading into N's Castle. Once in N's Castle, you will come across N and Ghetsis, the 2 leaders of Team Plasma however before you battle with N, Zekrom in Pokémon White and Reshiram in Pokémon Black will appear and will be ready to challenge you to a battle.
You will be forced into catching Zekrom or Reshiram as long as you still have room in your party or in your PC.
